L'Derry Tyre Recycler Ordered To Pay Confiscation Order

A L'Derry tyre recycler has been ordered to pay a confiscation order after being convicted on four counts under the Waste and Contaminated Land (Northern Ireland) Order 1997.

James Joseph Heaney, 46, from Spruce Meadows, was ordered to pay £50,000, within three months, under the Proceeds of Crime Act 2002.

He was given 240 hours community service on each charge, to run concurrently.

During July and November 2008, officers from the Northern Ireland Environment Agency (NIEA) investigated two sites operated by Mr Heaney at Pennyburn Industrial Estate and Campsie Real Estate in Londonderry, where substantial quantities of waste tyres had been deposited.

The two sites were abandoned in 2009 with around 20,000 tyres deposited at the Pennyburn site and approximately 385,500 tyres left at the (unlicensed) Campsie site.

The Pennyburn site was set alight on 18 August 2009, and the Campsie site on 4 October 2009, the resulting fires deemed 'major incidents'. An Eglinton primary school was forced to close during the Campsie fire, which took four days to bring under control and involved around 70 fire fighters and eight pumps.

DEL Publishes Consultation On Open University Allocation

The Department for Employment and Learning (DEL) has published a public consultation document in relation to a proposed change in methodology for the Open University (OU) allocation.

Historically, students studying at the OU have been counted as being at an English institution, as that is where its administrative centre is. However, it is now planned to split these students into the country where the national centre is (Northern Ireland, Scotland, Wales and England).

As local enrolment and qualification statistics are National Statistics, DEL needs to carry out a full public consultation before it can make a change.

UFU Takes Part In EU Demonstration In Brussels

The Ulster Farmers Union has taken to the streets in Brussels along with thousands of other European farmers.

It is part of an EU-wide demonstration organised by European farmers organisation, COPA-COGECA. The demonstration is highlighting the continuing impact of falling prices for all the key products of European farming. The aim is to underline the seriousness of the situation on family farms across Europe, as farm ministers meet in an emergency session to discuss the crisis in the agriculture industry.

UFU President, Ian Marshall, and the other UK farming unions briefed the devolved farming ministers, including local agriculture minister, Michelle O'Neill and welcomed their support for the Brussels protest and the farm council meeting. The UFU also wants to see the government in London demonstrating greater support for agriculture. They have met with DEFRA Minister Liz Truss on numerous occasions and will continue to press the case with the DEFRA Minister. Farm lobby organisations across Europe want the European Commission to review measures in place to manage market volatility.

National Parks: Attwood Vs The Ulster Farmers Union
The Ulster Farmers Union have come out against plans for national parks in Northern Ireland. It follows a meeting they had with Stormont's environment minister Alex Attwood earlier this week where they discussed his department's plans to set up two national parks in either the Cauesway Coast, the Fermangh Lakelands or the Mourne Mountains.

Farmers 'Notebook' To Lessen Paperwork Burden
A campaign to advise farmers that legislation that requires record keeping of on-farm activities need not be too much of a burden has been launched. The Food Standards Agency Northern Ireland (FSANI) has explained this can be achieved in a simple and easy way, without adding to farmers' administrative burden.

Loughside Playground Reopens After Refurbishment Belfast City Council has announced that Loughside Playground in north Belfast has reopened after redevelopment works by the Council. As part of this year's £580,000 Playground Improvement Programme, three sites are undergoing transformation, including New Lodge playground and North Link playground.

HSENI says it's time to Play Safe and Stay Safe
