DoE propose radical shake up of planning service

The most radical shake-up of planning in Northern Ireland for 30 years has been unveiled by the Department of Environment.

The proposals, which are contained in the Modernising Planning Processes consultation document, aims to simplify and speed up planning procedures and control processes.

Environment Minister Sam Foster said a simpler, faster and more accessible process was needed by the businesses and demanded by community sectors.

Mr Foster said: "The planning process has not changed fundamentally in almost 30 years. It is showing its age and is under pressure. That is why I believed it was time to look closely at the way in which planning operates, and to bring forward proposals to simplify, speed up and enhance community involvement in those processes."

The Minister said planning was fundamental to meeting the needs of this generation and generations to come and stressed that local input was essential.

"Good planning will promote appropriate development, not stifle it," he said. "It will also bolster productivity and competitiveness. At the same time, it will contribute to sustaining and protecting the environment."

Mr Foster said the document focused on improving four main aspects of the Planning Service. These include: speedier decision making; greater clarity in planning policy; faster progress towards full and up-to-date development plan coverage; and effective participation by the public and community groups in the planning process.

'Gerrymandering' Fears On Planning

Attwood Highlights Planning Errors
The Stormont Environment Minister Alex Attwood has highlighted serious procedural errors in two planning applications and has asked for them to be reprocessed. The Minister recently called for the review of all Article 31 (major) planning applications. Following this two applications were found to have procedural defects.

The Royal Town Planning Institute (RPTI) award was achieved for the recently introduced Streamlined Consultation Scheme, which has been agreed with all 26 local Councils.

Ambitious Plans For Larne Eco-Village
An approved regeneration scheme at a former Larne quarry will include a world cycling centre and all-Ireland scuba diving facility, it has been revealed. Permission was granted for the ambitious redevelopment of the works and quarry site at Magheramorne last month.
