Farren launches £28 million project for two new colleges
Minister for Employment and Learning, Dr Séan Farren, has officially launched the procurement phase of a £28 million joint project that will provide new accommodation for the East Tyrone College of Further and Higher Education in Dungannon and Omagh College.
This is the first time that two Further Education Colleges in Northern Ireland have come together to undertake a joint project of this kind. It will also be the first time that two entirely new further education colleges will be built simultaneously under a Public Private Partnership (PPP).
The PPP project is being taken forward as a single procurement, encompassing both colleges, with an outcome of one winning consortium having two separate contracts for the new facilities in Dungannon (East Tyrone) and Omagh. The new buildings in Omagh and Dungannon will provide teaching accommodation and services for 2,600 full-time equivalent students.
Making the announcement on Friday October 5, Minister Farren said: “I am delighted to launch the procurement phase of the Tyrone Colleges Project today. This significant development is a further example of the continuing renewal of the further education infrastructure within Northern Ireland and marks an important milestone.
“The planned procurement of new Colleges at Omagh and Dungannon underlines my commitment to Further Education and the central role the sector is playing in developing the knowledge-based economy that is essential if Northern Ireland is to compete and succeed in the global marketplace.”
The launch marks the successful progress of the project to the procurement phase, where a Full Business Case will be prepared and presented to the Department for Employment and Learning, seeking approval and leading to the award of a contract with the successful consortium.
The procurement phase seeks bids from interested private sector consortia for the design, construction, operation, management, maintenance and financing of teaching accommodation and related services.
A typical consortium will include a design team, building contractor, facilities management company and funders/bankers. (AMcE)

The Ministerial Advisory Group Ulster-Scots Academy appointed the university to develop a range of Ulster-Scots teaching materials suitable for the post-primary sector (Key Stages 3, 4 & 5), colleges, universities and the public.
