NEW TELECOMS RULING ALLOWS PUBLIC GREATER SAY
MEMBERS OF the public and district councils are to be allowed more say in the planning control of telecommunications developments including the placing of mobile phone masts.
Telecommunications operators currently enjoy permitted development rights in Northern Ireland, which allow the operators to install specified telecommunications apparatus without the need to make a planning application.
However, following a six-month consultation period, the Executive Committee decided on 14 June 2001 to introduce full planning control for all telecommunications developments. When the resulting legislation comes into operation, it will remove all permitted development rights for telecommunications code system operators, including mobile phone companies.
Announcing the decision, Environment Minister Sam Foster said: "While I am aware of the benefits which a modern communications system can bring to society and in particular to the economy I, together with my Executive colleagues, also recognise that people are concerned about where masts and other telecommunications apparatus are located.”
The final version of a Planning Policy Statement on telecommunications development is to be published alongside the implementation of the new legislation. (CL)

FORRESTER Research, one of the world’s leading research and consulting companies, has revealed that five dominant players will control Europe’s mobile phone networks by 2015. The research revealed that mergers and takeovers would be needed because third-generation mobile phone services will not move into profit until two years before.

The move is part of an overall reform of local government, which - despite obvious delays in implementation - "is moving forward apace".
