Civil Servants Offered 20-Month Pay Deal By Finance Minister
A new 20-month pay offer for civil servants, covering the period from 1 August 2024 to 31 March 2026, has been made by Finance Minister Dr Caoimhe Archibald.
The offer, made following negotiations with both industrial and non-industrial civil service unions, includes a 3% consolidated increase with effect from 1 August 2024 and a 6% consolidated increase with effect from 1 August 2025. Making the announcement Dr Archibald said:"I am committed to ensuring civil servants receive pay that recognises their valuable contribution to public service delivery. This 20-month offer represents a first step towards establishing longer-term pay deals, providing greater certainty for workers. I believe this offer, which provides a 9% increase for the majority of eligible civil servants over the 20-month period, is a positive one and hope it will be well-received by staff and unions."
The Minister acknowledged the current budgetary challenges, stating that a higher pay offer for 2024 was not feasible at this timeContractual performance-related progression.
An increase in the pay of the lowest paid staff (Administrative Assistant and analogous grades, including Industrial 1 staff) to the Living Wage Foundation rates of £12.60 per hour or £24,336 annually.
A consolidated increase of 3% for all other eligible staff with effect from 1 August 2024 and a further 6% increase with effect from 1 August 2025.
Improvements to allowances and other important terms and conditions, such as maternity and adoption pay, to be detailed during 2025.

MLA's call for new firefighters pay scheme
Two UUP MLA's have called on the Northern Ireland Executive to implement a new pay scheme for Ulster's firefighters. North Antrim UUP MLA the Rev Robert Coulter called for the introduction of a new pay formula in a motion to the Assembly on Monday. Mr Coulter said he hoped it would help achieve a real remedy to the question of firefighter’s pay.

O'Dowd Could Fast-Track Teachers' Incremental Pay
