Speaking in the Assembly, Minister Archibald said that the agreement was a "significant step forward" for those who joined the scheme in good faith. She added that it also fulfils the New Decade, New Approach commitment to close the scheme.

Minister Archibald stressed the need to strike a "fair and responsible balance" between recognising the expectations of participants and safeguarding the interests of taxpayers. She outlined the next steps for her Department:

• Preparing and introducing the RHI (Closure of the Non-Domestic Scheme) Bill.

• Publishing a public consultation on the proposed closure arrangements and payment mechanisms.

• Introducing the regulations to the Assembly after the consultation is complete.
