BCC Unveils Two Major Belfast Development Plans

Belfast City Council has published two draft masterplans, known as Supplementary Planning Guidance (SPG), to identify and guide development within two critical 'Development Opportunity Areas' in the city centre. The SPG masterplans are now open for public consultation for a period of 12 weeks, until Thursday, 29 January.

The two areas covered by the guidance are:

1. Cathedral and Northeast Quarter of the city centre.

2. Sailortown, Greater Clarendon, and City Quays areas.

The SPG is non-statutory planning guidance designed to support and clarify policies contained within the Council's adopted Local Development Plan (LDP). It provides a comprehensive masterplan approach to the future development of these areas.

Councillor Ryan Murphy, Chair of Belfast City Council's Planning Committee, stated that the plans aim to promote "plan-led investment" to support the city's community plan, the Belfast Agenda: "These will promote plan-led investment and help to encourage more housing and mixed-use development... They include a greater focus in placemaking and a heritage approach that will facilitate the creation of a high-quality environment for future residents and visitors and will provide more greater certainty for inward investment."

The masterplans are intended to guide developers, communities, and local representatives during the planning process and will be used when assessing planning proposals. Since the Belfast LDP was adopted in May 2023, the Council has developed 18 SPGs providing non-statutory guidance.

Belfast City Council To Reform Planning Services
Belfast City Council has announced it's intention to reform Planning Services, with a renewed focus on how it communicates with various customer groups. The announcement follows recommendations in a report it commissioned by Scotland's former Chief Planner, Jim Mackinnon CBE and broad consultation with a number of stakeholder groups.

Study to reshape Belfast city centre launched
NIO Minister Des Browne has today announced the start of a review of Belfast city's regeneration policy following the adoption of the Victoria Square Development Scheme last month. The GB-based consultancy, G V A Grimley, has been engaged to conduct the research and is expected to report to the Department by the end of April.

'Super Councils' To Make Planning Decisions
News that Northern Ireland's councils will soon be taking full responsibility for drawing up their own development plans and also making the vast majority of planning decisions has been revealed. The move is part of an overall reform of local government, which - despite obvious delays in implementation - "is moving forward apace".

Deadline Set For Royal Exchange Plans
Plans to regenerate Belfast's Royal Exchange area must be outlined by October next year, a development consortium has been told. NI Social Development Minister Margaret Ritchie (pictured during another construction site visit) laid down the deadline for the £360m project, which has the potential to generate 2,000 construction jobs, today.

Drive-Through KFC Refusal Overturned
Residents of Ballyhackamore in east Belfast have been voicing their anger over a plan by fast food firm, Kentucky Fried Chicken (KFC) to build a drive-through restaurant on the corner of Knockhill Park and the Upper Newtownards Road.
