British-Irish Conference Discusses Legacy And Security

A meeting of the British-Irish Intergovernmental Conference took place in Farmleigh House in Dublin, involving representatives from the Government of Ireland and the Government of the United Kingdom.

The Irish delegation was led by the Tánaiste, Minister for Foreign Affairs and Trade and Minister for Defence, Simon Harris TD, and the Minister for Justice, Home Affairs and Migration, Jim O'Callaghan TD.

The UK Government was represented by the Secretary of State for Northern Ireland, the Rt Hon Hilary Benn MP, and the Parliamentary Under-Secretary of State for Northern Ireland, Matthew Patrick MP.

Discussions focused primarily on the progress of implementing the Joint Framework on legacy, which was published on Monday, 19 September 2025. Both Governments discussed legislative progress in their respective jurisdictions, noting the introduction of legislation in the UK Parliament on Tuesday, 14 October 2025, and the Irish Government's commitment to bring forward supportive legislation. The ongoing Omagh Bombing Inquiry and the Government of Ireland's support for it were also addressed, alongside discussions concerning a number of individual legacy cases.

Ministers acknowledged the 50th anniversary of the abduction and murder of Columba McVeigh. They renewed their urgent appeal for anyone with information about any of the remaining Disappeared victims—Columba McVeigh, Joe Lynskey, Robert Nairac, and Seamus Maguire—to share it with the Independent Commission for the Location of Victims' Remains (ICLVR).

On political matters, the Governments reviewed how best to continue supporting the effective operation of all institutions established under the Good Friday Agreement. The UK Government also gave an update on its efforts to assist the Northern Ireland Executive with public service transformation.

A security update was provided, with Ministers welcoming the "excellent ongoing cooperation" between the PSNI and An Garda Síochána in tackling terrorism, paramilitarism, and associated criminality across both jurisdictions. Furthermore, Ministers welcomed the commencement of work by Fleur Ravensbergen, the Independent Expert appointed by both Governments to assess the potential for a formal process leading to paramilitary group disbandment. Her scoping and engagement exercise is due to result in a report by mid-August 2026.

Finally, Ministers reaffirmed their commitment to advance wider UK-Ireland cooperation, specifically stressing the need to protect the integrity and security of the Common Travel Area. They discussed the UK Digital ID scheme and agreed that, as the scheme develops, the rights protected by the Good Friday Agreement and the operation of the Common Travel Area must be fully safeguarded.

The Governments agreed that the Conference would hold its next meeting in 2026.
