Significant Progress Reported For Northern Ireland Fire & Rescue Service
The Department of Health has released the findings of a follow-up inspection into the Northern Ireland Fire & Rescue Service (NIFRS), revealing marked improvements across the organisation. The review, led by Robert Scott QFSM, HM Chief Inspector of the Scottish Fire & Rescue Service, suggests the service has successfully addressed many of the concerns raised during a 2022–23 independent review.
The initial inspection was commissioned during a period of intense operational pressure, including post-pandemic challenges and financial constraints. At that time, eleven recommendations were issued. The latest assessment confirms that leadership has stabilised through several key senior and middle-management appointments, including the introduction of Station Managers at every NIFRS station.
Health Minister Mike Nesbitt welcomed the report, stating: "The findings of this inspection are hugely encouraging and highlights that NIFRS has made clear and substantial progress, with strong leadership, improved governance and a renewed focus on professional standards."
Key Areas of Improvement The follow-up report highlights several physical and structural advancements: - Training Facilities: The opening of the new Learning and Development College in Cookstown has significantly boosted training capacity.
- Modernisation: Progress is being made on replacing critical corporate and command digital systems.
- Risk Management: The publication of a new Community Risk Management Plan and alignment with National Operational Guidance.
- Culture: A reported shift toward a more collaborative organisational culture and stronger ties between the NIFRS Board, executive leadership, and the Department.
Chief Fire & Rescue Officer Aidan Jennings acknowledged the work of his staff: "This progress would not have been achievable without the support of the Department of Health, NIFRS Board and in particular our people, who's passion and drive is evident to me every day and in every part of our team across Northern Ireland."
While some recommendations remain outstanding due to ongoing resource pressures, the inspectorate noted that the "direction of travel" is positive. The Department is currently working on a formal Fire and Rescue Framework to improve accountability and is moving toward establishing a permanent, independent inspection arrangement for future scrutiny.
Mr Jennings added: "I am confident that with continued political and financial support we have the vision, ambition and skills at NIFRS to deliver the best service possible to the citizens of Northern Ireland."
