PSNI Records 101 Referrals in Ongoing Presbyterian Church Safeguarding Probe
The Police Service of Northern Ireland (PSNI) has issued a major update regarding its criminal investigation into safeguarding failures within the Presbyterian Church in Ireland (PCI).
Detective Chief Superintendent Zoë McKee, Head of Public Protection Branch, confirmed today, Thursday 19 February 2026, that the enquiry remains a top priority, with 101 referrals received to date.
The investigation was formally launched following the church's admission in late 2025 of "serious and significant failings" in its central safeguarding functions between 2009 and 2022. The 101 referrals recorded so far include direct testimony from victims, as well as information from safeguarding partners and other third parties. According to the PSNI, this figure is fluid and expected to increase as more individuals come forward.
The PSNI has deployed a specifically resourced team of specialist detectives to manage the enquiry. These officers are tasked with assessing both historic and recent reports to identify potential criminality and ensure that those responsible for safeguarding failures are held to account. Detective Chief Superintendent Zoë McKee stated: "To date, the Police Service of Northern Ireland has received 101 referrals. These include direct reports from victims, referrals from safeguarding partners and other parties. These referrals are being actively progressed as part of the overarching investigative response. Our focus remains on providing the best possible service to those most affected by the safeguarding failures. We are committed to the investigation of criminality and the protection and safeguarding of those who are or have been victims of crime."
The investigation's scope includes examining instances where the church allegedly failed to refer concerns to statutory authorities and the inadequate monitoring of offenders within congregations. The Charity Commission for Northern Ireland is also conducting a parallel statutory inquiry into the church's governance and leadership during the period in question.

The PSNI continues to appeal for information regarding safeguarding concerns that were either known by or reported to the PCI. Specialist detectives are available to speak with victims at their own pace and in private locations.
