Lower Uniform Costs As New Statutory Guidelines Now Law

Education Minister Paul Givan has officially marked the commencement of the School Uniforms (Guidelines and Allowances) Act (Northern Ireland) 2026, confirming that the legislation has received Royal Assent and is now in operation.

The Act transforms previous "best practice" advice into statutory requirements that all grant-aided and independent schools must follow. With the new Guidelines now laid in the Assembly, school uniform policies for the 2026/27 academic year must immediately align with the new legal standards.

Minister Paul Givan stated that while school uniforms support a sense of identity and pride, their cost remains a significant concern for parents. He noted that he made addressing this issue a priority upon taking office and expressed satisfaction that families will now see the benefits of lower costs in time for the next school year.

The legislation requires primary and post-primary schools to minimise branded items and prioritise generic, high-street alternatives, particularly for PE kits. Under the new rules, schools are compelled to consult with parents and pupils on their policies, review them regularly, and publish clear information regarding the cost of items and where they can be purchased.

Minister Givan further explained that these guidelines ensure that uniform requirements do not prevent pupils from participating in school life or penalise those unable to afford certain items. He emphasised that the goal of the Act is to place affordability, comfort, practicality, and sustainability at the centre of school decision-making.

The Minister concluded by stating that the cost of a uniform should never be a burden that deters a family from applying to a specific school. He asserted that the Act has the power to turn these principles of fairness and equity into a reality for households across Northern Ireland.
