Minister Launches Consultation to Reform Landlord Registration
Communities Minister Gordon Lyons has opened a public consultation on plans to strengthen the Landlord Registration Scheme.
The initiative is part of a broader strategy to ensure a high-quality, well-regulated private rented sector in Northern Ireland, which currently serves more than 130,000 households.
The proposed amendments to the Landlord Registration Scheme Regulations (Northern Ireland) 2014 seek to transform the registry into a more effective tool for compliance. Key changes under consideration include the collection of specific data on property standards during the registration process and the sharing of register information with relevant authorities to bolster gas safety enforcement and inform future housing policy. Minister Lyons highlighted that while many landlords already meet their obligations, the reforms are necessary to address the minority who do not. The proposals are intended to be proportionate, providing a robust oversight system without overtaxing responsible landlords.
Minister Lyons said: "A well‑functioning private rented sector depends on landlords having the knowledge and support to meet their responsibilities. Many already do this well, but we must also address the minority who fall short. Strengthening registration will improve transparency, support council enforcement, and help raise awareness of what is expected of landlords. These proposals are fair and proportionate, ensuring a robust system without placing unnecessary burdens on responsible landlords. Together, they aim to raise standards across the private rented sector for the benefit of both tenants and landlords."
The public consultation is currently open and will remain so until 27 April 2026.

A Sinn Féin MLA has called for the mandatory registration of landlords. Alex Maskey was due to propose the motion today in the Stormont Assembly. Mr Maskey will ask Northern Ireland Social Development Minister, Margaret Ritchie, to address the problems facing residents in the Holylands area of South Belfast.
