Northern Ireland Childcare Subsidy Scheme Extended Into 2026-27
Education Minister Paul Givan has confirmed that the Northern Ireland Childcare Subsidy Scheme (NICSS) will be extended to cover the 2026-27 period.
To account for anticipated rises in childcare costs, the subsidy cap—representing the maximum claimable amount per child—is set to increase from April 2026. Furthermore, childcare providers participating in the initiative will receive a higher administrative payment to help manage their own rising operational overheads.
Reflecting on the impact of the programme, Paul Givan stated: "Since the scheme launched in September 2024, it has helped ease the financial burden on thousands of parents throughout Northern Ireland, delivering over £25 million in savings for 20,000 working families.
"This £25 million is additional money in Northern Ireland parents' pockets because of the scheme. When combined with Tax-Free Childcare, it is estimated that these working families will have saved over £50 million since September 2024."
The Minister noted that while the Executive budget for 2026-27 is yet to be finalised and the Early Learning and Childcare Strategy consultation is still in progress, the scheme remains a vital support mechanism. He confirmed that the subsidy rate will remain at 15% for the time being, pending any future budget allocations or strategy adjustments. Regarding the changes starting next month, the Minister added: "In recognition of the anticipated increased fees from April, I am also increasing the subsidy cap by 10% from 1 April 2026 to ensure that the vast majority of eligible working parents continue to receive the full subsidy available."
The NICSS, which was introduced in September 2024, offers a 15% subsidy on childcare expenses for working parents with children aged between 0 and 11. The service is facilitated by registered providers who are also part of the Tax-Free Childcare (TFC) scheme, including childminders, daycares, playgroups, schools, and Approved Home Childcares.
Addressing the support for sector businesses, the Minister continued: "We are also increasing the administrative payment to providers who deliver the scheme, recognising their rising operating costs and ensuring these costs are not passed on to parents.
"The NICSS continues to provide vital support to eligible working families, and I will consider what more can be done once next year's budget is confirmed. I would encourage any parents or providers who have not yet registered to do so and take advantage of the scheme."
The Early Years Organisation, which administers the scheme, will contact registered providers in the coming days with specific details regarding the revised cap and payment structures.
