Economy Minister Dr Caoimhe Archibald has published the Department for the Economy's new Interconnection Policy Statement, setting the strategic direction for future East–West electricity infrastructure.

The Statement aligns with the Executive's Energy Strategy, aiming to stimulate innovation and investment, create skilled employment and enhance Northern Ireland's competitiveness as it moves towards self-sufficiency in affordable renewable energy.

The policy is designed to protect consumers by ensuring any new electricity links provide long-term value, reinforce security of supply and avoid unnecessary energy costs.

Publishing the policy statement, Minister Archibald said: "Electricity interconnection has an important role in delivering a more secure, affordable and sustainable energy future by improving connectivity with neighbouring markets, supporting renewable energy integration and increasing system resilience.

"As we move towards a decarbonised electricity system, this policy framework puts consumers first, while providing clarity for investors, developers, regulators and local communities." The Statement is underpinned by three guiding principles: evidence-based whole-system assessment and long-term resilience; cross-jurisdictional co-operation; and positive consumer outcomes through the fair allocation of costs, benefits and risks.

Minister Archibald continued: "This Policy Statement provides a clear framework for assessing proposals, ensuring decisions are evidence-based, transparent and focused on consumers.

"It will help ensure future external electricity interconnection supports decarbonisation, strengthens energy security and delivers lasting value for consumers and the wider economy."

The Department's Interconnection Policy Statement and an independent CEPA assessment on the costs and benefits of further interconnection and storage are available online. The Statement does not alter the statutory role or independence of the Utility Regulator. The second North–South Interconnector remains an important strategic infrastructure project and, within this framework, is treated as all-island transmission reinforcement rather than external interconnection. The Statement also fulfils a commitment in the Energy Strategy Action Plan 2026.
