DARD calls for views on future of rural development

"It is vital that rural policy evolves to meet economic, environmental and social needs of local communities," the Department of Agriculture and Rural Development (DARD) has said.

Speaking at a stakeholder conference held in the Loughry Campus of the College of Agriculture, Food and Rural Enterprise (CAFRE), Pat Toal, Permanent Secretary of DARD said his department was currently undertaking a review of rural development policy which will examine the needs of rural communities, establish the rationale for Government intervention and assess the effectiveness of current policy and delivery mechanisms.

"Now is a very appropriate time to review policy,” Mr Toal said. “Over the past decade, major social and economic changes have taken place within rural areas. In the future, the rural development pillar within the Common Agricultural Policy will be of increasing importance and there is a need for a new programme of measures under a revised Rural Development Regulation for 2007 to 2013.”

Mr Toal said it was important to recognise and respond to developments elsewhere in Government that impinge on the future course of rural development. These include the Regional Development Strategy, for which the Department of Regional Development has principal responsibility.

£623m Allocated For Rural Development Programme
A budget of £623m has been allocated for the Department of Agriculture's Rural Development Programme 2014 - 2020, it has been announced. Rural Minister Michelle O’Neill has said the 2014-2020 RDP budget would be allocated across three specific areas: protecting the rural environment, developing rural economies and competitiveness of agriculture.

Poots Announces New Planning Guidelines
Revised planning guidelines for building in rural areas have been published by Northern Ireland Environment Minister, Edwin Poots. The final version of Planning Policy Statement 21 'Sustainable Development in the Countryside' (PPS 21), replaces draft PPS21 that has been in effect since November 2008.

Government unveils renewable energy recommendations
Minister for Agriculture and Rural Development Jeff Rooker has launched a consultation on recommendations for a Renewable Energy Policy. Speaking at the launch of 'Recommendations to DARD for a Renewable Energy Policy' the Minister said Government had set a target of reducing CO2 emissions by 20% from the 1990 level within the next five years.

Major Investment In County Antrim Rural Tourism
Tourism in County Antrim is to benefit from an investment of £1.5 million, Rural Affairs Minister Edwin Poots has announced. The Minister has cut the first sod on a project at Magheracross viewpoint. Situated on the Causeway Coast Way, a walking trail stretching from Portstewart to Ballycastle will receive £0.5million to be redeveloped.
