Health Minister announces legislation to cut bureaucracy
Health Minister Shaun Woodward has today launched a consultation on proposed legislation to reform the Health and Social Service (HSS) Trusts.
The Minister's decision follows a Review of Public Administration, which was announced in November 2005 following an extensive process of public consultation and engagement with the health and social service.
The Minister plans to abolish the current 18 HSS Trusts and reduce them to just five, which should be in full operation by April 2007.
The reorganisation will see a new strategic authority that will be responsible for performance managing and developing the HPSS.
The Health Minister said: “This is the next step in putting patients first. This massive cut in bureaucracy will save tens of millions of pounds. I will ensure this money goes into front line services and new drug treatments.
"I want patients to know that we will waste no more time in reforming health care."
Mr Woodward added that these regulations are essential if we genuinely want to get money out of bureaucracy and into helping patients.
There will be an 8-week consultation period on the proposals.

PHA And CDHN Launch Programme To Tackle Health Inequalities
The Public Health Agency (PHA) is encouraging community and voluntary organisations across Northern Ireland to apply for its Elevate Mentoring and Grants programme, designed to help tackle health inequalities at a local level. The programme, coordinated by the Community Development and Health Network (CDHN), is now open for applications.
