Police Criticised For 'Collective Amnesia' Over Milly Dowler Hacking Claims

Police investigating the murder of Milly Dowler have been criticised for having “collective amnesia” when questions about why they failed to investigations claims that her voicemail had been hacked.

Milly, 13, disappeared in March 2002, as she walked home in Surrey.

The Independent Police Complaints Commission (IPCC) were looking into claims that officers failed to follow up on allegations that her voicemail had been hacked.

The IPCC however, did not discover who decided not to pursue the claims.

PCC deputy chair Deborah Glass said: "Phone hacking was a crime and this should have been acted upon, if not in 2002, then later, once the News of the World's widespread use of phone hacking became a matter of public knowledge and concern.

"Our investigation has heard from officers and former officers from Surrey Police who have expressed surprise and dismay that it wasn't investigated.

"We have not been able to uncover any evidence, in documentation or witness statements, of why and by whom that decision was made: former senior officers, in particular, appear to have been afflicted by a form of collective amnesia in relation to the events of 2002.

"This is perhaps not surprising, given the events of 2011 and the public outcry that the hacking of Milly Dowler's phone produced."

Following an investigation into phone hacking claims at the News of the World David Cameron's Director of Communications, Andy Coulson, will not be facing criminal charges. Keir Starmer, Director of Public Prosecutions, said that no evidence existed to formally charge anyone.

Action Promised Over Milly's Phone Hacking
The boss of News International has said the "strongest possible action" will be employed if claims that the phone of murder victim Milly Dowler was hacked. It has been reported that a private investigator was hired to hack into Milly's voicemail while she was missing to give the News of the World access to associated 'storylines' for the paper.

Rebekah Brooks, Andy Coulson and six others will face a total of 19 charges relating to phone hacking, the Crown Prosecution Service (CPS) has said. The former News of the World editors will be charged in connection with the accessing of murdered schoolgirl Milly Dowler's phone messages.
