Review Finds Concerns Were Raised Over Nursery Rapist

A review into the case of a nursery worker jailed for life for the rape of a child, has found that concerns had been raised with Ofsted and a council over his "special relationship" with the victim.

Paul Wilson, of Nechells in Birmingham, admitted more than 40 offences in July 2011, and was jailed for life with a minimum term of 15 years. This was later reduced on appeal to 13 and a half years.

A review of the case by Birmingham's Safeguarding Children Board, found that authorities failed to properly investigate concerns raised over Wilson's behaviour by six members of staff and poor nursery management.

It also said that the combination of the layout of the nursery, where Wilson worked for 18 months before the attack, and "the weak safeguarding practice within the setting" created an environment "where the external factors that might have deterred the perpetrator from abusing the child were missing".

At his trial, it was revealed that Wilson had also groomed more than 20 girls aged between 12 and 15 online.

The review board said its report had made eight key recommendations, which are now being addressed.

Nursery Worker Pleads Guilty To Child Rape
A 20-year-old nursery worker has admitted the rape of a toddler. Paul Anthony Wilson, of Newbold Croft, Nechells, Birmingham, pleaded guilty to two counts of raping of a toddler as well as 40 other offences. Those offences include grooming young girls on the internet and distributing indecent images.

Union anger at health sector pay rises
Unions have reacted angrily to the government's announcement that pay for nurses and other healthcare professions has been pegged below inflation. Nurses and other health care professionals will get 2.5%, 1.5% in April and 1% in November. General dental practitioners will get 2% but there is nothing on offer for general medical practitioners.

Proposed new rules on lobbying are to be debated by MPs amid concerns raised by charities that they could be damaging. The National Council for Voluntary Organisations (NCVO) have said that they are concerned the proposals could impact charities trying to speak on political policy.

Co-op Set 'Modesty Bag' Deadline For Lads' Mags
Lads' mags have been given six weeks to begin providing their publications in so-called "modesty bags" or they will be removed from 4,000 Co-operative stores. The retailer said that they have made the call following concerns raised by its members and customers over magazine covers of scantily-clad women.
