Blunkett calls for wider debate on reinforcing anti-terror security
The security services are to increase their manpower strength by half and regional networks of Special Branch "intelligence cells" are to be created over the next few years, the Home Secretary has announced today.
The anti-terror proposals are contained in a discussion document, published by the Home Office today, which also called for further definition on terror offences and the wider use of phone-tapping evidence in courts.
The paper, 'Counter Terrorism Powers: Reconciling Security and Liberty in an Open Society', has been designed to promote debate rather announce policy, Mr Blunkett said.
It also contains an excursus on how other nations have legislated to prevent terrorism – as options for future consideration.
"As Home Secretary, I am the custodian of civil liberties, but I do not own them. How we balance them with security is a matter for the country, not just for government," Mr Blunkett said.
"It is the government's ultimate responsibility to find a fair and effective balance between security and liberty. The rights we must balance belong to everyone. Ensuring a successful fight against international terrorism demands we all play our part in getting that balance right."

Regulatory body for security guards and bouncers launched
In a shake up of the private security industry announced today bouncers and wheel clampers will have to be licensed and regulated by the new Security Industry Authority (SIA). The measures are designed to protect the public from rogue operators and create higher standards of recruitment and training for private security operatives and managers.

Royal security under scrutiny after intruder arrests
Royal security is under the spotlight again today after an intruder was arrested close to the Queen's apartments at Windsor Castle yesterday evening. The man was arrested for allegedly impersonating a police officer within the grounds of Windsor Castle at around 4pm. A woman who was accompanying him was also arrested.

Man Arrested On Terrorism Offences
A man has been arrested in Luton on suspicion of fundraising and inciting terrorism overseas, it has been reported. The Metropolitan Police said the 35-year-old has been taken into custody in London. Searches are now being carried out at three properties; two are in east London and the third is in Luton.
