Consumer Council Issues Top Tips For Black Friday and Cyber Monday Shoppers

With major online shopping events Black Friday (28 November) and Cyber Monday (1 December) fast approaching, the Consumer Council is urging shoppers in Northern Ireland to be aware of their consumer rights concerning delivery and returns, as the potential for delivery problems increases.

Fra Maguire, Head of Postal Services at the Consumer Council, highlighted the scale of online shopping locally: "Research commissioned by the Consumer Council in January 2025, found that ninety-eight per cent of consumers have received at least one parcel at their home address in the last 12 months for goods they ordered online."

The research also found that 90% of participants had experienced a parcel delivery issue—such as delayed, lost, or damaged parcels—for goods ordered online over the last year, underscoring the importance of knowing your rights.

Here are the Consumer Council's top tips for shopping online:

• Check Delivery Terms: Always check policies, terms, conditions, and delivery costs before committing to a purchase to avoid disappointment.

• Returns Cost: Do not assume that all online retailers offer free returns; check if you may have to cover the cost of returning items.

• Delivery Timeframe: Goods must be delivered within the specified or agreed timeframe. Factor in enough time if you need the item by a certain date, as express options to Northern Ireland may be limited.

• Safe Place Responsibility: If you give permission for a delivery to be left in a safe place or with a nominated neighbour, you are still considered to have received the delivery. Think carefully before selecting those options.

• Contact the Retailer: If the parcel has not arrived or arrives damaged, contact the retailer rather than the delivery company, as the retailer is responsible for the goods up until they are delivered.

Proof of Posting: Always get a proof of posting when returning goods. The retailer is responsible for sorting out any delivery problems with their appointed delivery provider once you have proof of return.

• Beware of Scams: Be aware of sophisticated scam emails and text messages related to parcel deliveries. Never click on links in texts or emails, and never disclose bank details, as delivery companies will not ask for these.

NI Businesses Lose Over £2m Following Online Crime
Firms in Northern Ireland lost over £2 million following online crime last year, according to new figures. Figures from Get Safe Online and Action Fraud show 247 cases were reported with total losses amounting to £2,152,343 between March 2015 and March 2016. However, police believe the overall losses could be higher.
