New Strategy Launched To Support Victims And Witnesses In Justice System
Justice Minister Naomi Long has introduced a comprehensive new strategy designed to transform the experience of victims and witnesses within the criminal justice system.
The Victims and Witnesses Strategy 2026 – 2032 aims to implement a trauma-informed approach to empower those navigating the legal process. The strategy outlines several key objectives to be delivered over the next seven years:
• The establishment of a statutory Commissioner for Victims and Witnesses of Crime.
• A formal review into the use of victim personal statements during court proceedings.
• Increasing the availability of remote evidence centres to assist vulnerable individuals.
• Scoping a new service dedicated to assessing the needs of victims and witnesses.
• Confirming a recommended Barnahus model to provide specialised support for children and young people.
• Advancing plans for a pilot scheme involving pre-recorded cross-examinations.
• Strengthening the protection of personal data for victims in sexual offence cases through updated disclosure procedures. Speaking at the launch, Naomi Long emphasized the importance of a system that does not add to the original trauma of a crime. She stated: "It is vital that the harm inflicted by the impact of crime is not exacerbated by the criminal justice system. I believe this strategy will deliver real and meaningful improvements for victims and witnesses and, in turn, increase confidence in the justice system."
The Minister noted that the framework was heavily influenced by the "lived experience" of those who have already moved through the system, ensuring the strategy addresses the issues that matter most to them.
The initiative has received strong backing from senior law enforcement. Deputy Chief Constable Bobby Singleton, who attended the launch at Parliament Buildings, commented: "As a victim focused police service we welcome the launch of this strategy. We know that only by properly supporting victims as they move through the criminal justice system and by treating them with compassion and respect, can we give them the confidence to remain engaged and help us secure the outcomes they deserve."
Geraldine Hanna, the Victim of Crime Commissioner Designate, also welcomed the roadmap, describing it as a vital step in acknowledging the rights and voices of survivors. She added: "We know that for many victims the process can be overwhelming, confusing, frustrating and at times re-traumatising. Our shared challenge is to translate the promises and commitments set out within the strategy into action."

The SDLP has said that more needs to be done to tackle crime against the LGBT+ community. Belfast councillor Séamas de Faoite was speaking after the PSNI revealed the number of homophobic and transphobic motivated crimes reached the highest financial year figure since records began in 2004/05.
