New Law-Making Rights For Wales

Wales's First Minister Carwyn Jones has welcomed news of Royal Approval for four new Legislative Competence Orders.

The Orders, known as LCOs, have been made by the Queen in Privy Council.

The Culture Duty, Transport, Local Government and School Governance LCOs confer law-making powers on the National Assembly for Wales.

The First Minister said: "I am pleased that these Orders have been made, conferring more law-making powers on the Assembly and allowing us to pursue our One Wales commitments by delivering legislation which meets the needs of the people of Wales."

The Transport LCO will enable the Assembly to legislate in relation to the types of vehicles used to provide learner transport and the safety features that they should have.

The Local Government LCO will allow the National Assembly to legislate to strengthen the role of town and community councils, remove barriers and disincentives to people standing for election to community and unitary councils, improve relationships between tiers of local government and introduce a new system for councillor allowances.

The Culture Duty LCO will provide the competence to support the One Wales commitment to place a statutory obligation on local authorities to promote culture and encourage partnership to deliver high quality cultural experiences for their communities.

The Assembly Government's aim is to widen participation in the full range of artistic, cultural, sporting and recreational services and activities.

The school governance LCO will help us drive up standards of attainment and achievement for all learners in Wales by allowing the school governance arrangements to be strengthened and better supported.

Chancellor Supports M4 Road Improvements
Chancellor George Osborne has said the proposed M4 relief road in South Wales is one of the most important road schemes in the UK. Body Of Newborn Baby Found In Cardiff River
Police in Cardiff have reportedly recovered the body of a newborn baby from the River Taff. It is understood that South Wales Police were called to the scene at about 18:00 on Tuesday. The scene has been sealed and an investigation is underway. Police have appealed for information.

Two Men Charged Over Methyr Tydfil Heroin Seizure
Two men have been charged with possession with intent to supply following the discovery of heroin in Merthyr Tydfil. South Wales Police seized heroin worth an estimated £40,000, while executing a search warrant at an address in Thomas Dyke, Penydarren.

11-Year-Old Arrested In Connection With Wild Fires
South Wales Police have arrested a number of children, one as young as 11, in connection with grass fires across the Rhondda valley, which has suffered more grass fires than any other south Wales area.
