Minister Urges Considerate Halloween Fireworks To Protect People And Pets

Halloween celebrations can be great fun, but they can also cause significant distress to vulnerable people and animals, the Department of Justice has warned.

The Minister said: "I would like everyone who is planning to use fireworks this Halloween season to have a safe, enjoyable event.

"Many people enjoy fireworks, however others do not, particularly the more vulnerable members of our society who can be frightened and upset by sudden, loud bangs. This can be a real problem in some areas where fireworks are being set off without warning, outside of organised and advertised displays.

"And I share the concerns of many dog owners and farmers about the impact of firework noise on pets and livestock. Every year we hear heartbreaking stories of pet dogs suffering severe distress, as well as cases where dogs have tragically died or gone missing.

"I've met representatives from the charity Dogs Trust and I commend them for the excellent work they do on animal welfare during fireworks season. I would encourage concerned animal owners to consider looking at the support they provide on their website and social media channels."

Laura Orr, Regional Public Affairs Officer for Dogs Trust, said: "Fireworks season can be a terrifying time for dogs and their owners. Our research shows that almost half of all dogs are reactive to fireworks, leading to trembling, cowering, and hiding as well as, in extreme cases, dogs bolting away from home and even losing their lives.

"Dog owners deserve the chance to prepare their homes before fireworks start going off, including creating cosy safe spaces for their dogs in quiet rooms, and using measures like our new free dog-friendly 'Sound Blanket' on the Dogs Trust website. It is much easier to take these preventative steps when fireworks are kept to organised displays, at designated times of the year, which are publicised in advance."

Low-noise fireworks, which offer colourful displays without the explosive bangs, are becoming more accessible. The Minister welcomed steps by local authorities, including Antrim and Newtownabbey Council, to adopt quieter options.

The Mayor of Antrim and Newtownabbey, Councillor Henry Cushinan, commented: "The Council recognises the impact that traditional fireworks can have on young children, pets and livestock. Following a motion brought forward by Councillors Paul Dunlop and Helen Magill earlier this year, I am pleased that the Council has committed to using low-noise fireworks at all future Council-led and Council-funded events, as well as at Council-hired facilities where fireworks displays are planned.

"This is a positive step that will help minimise distress while ensuring everyone can continue to enjoy our events safely and responsibly."

The Minister concluded: "I commend the commitment of organisations like Antrim and Newtownabbey Council to move to low-noise fireworks and I hope that others will consider following their example.

"I would appeal for anyone planning a display this year to please be mindful of the impact that fireworks can have and let your neighbours know in advance. Low-noise fireworks are available and making a simple change could help make Halloween more enjoyable for everyone and cause less distress to animals."
