Kimmins Invites Views On New Inclusive Mobility Framework

Infrastructure Minister Liz Kimmins has opened a public consultation on Moving Together: An Inclusive Mobility Framework, urging people to contribute ideas to make transport across Northern Ireland more accessible and inclusive.

The initiative delivers on a commitment in Transport Strategy 2035 to produce an inclusive transport strategy centred on the needs of older, d/Deaf and disabled people. It turns the strategy's high-level ambitions into a practical framework aimed at improving mobility, accessibility and inclusion for these groups.

The draft framework sets out a vision for transport and the public realm that enables people to travel safely, confidently, independently and with dignity. It highlights that accessible mobility is vital for reaching work, education, healthcare, social activities and community life.

The consultation outlines a set of principles, objectives and actions designed to remove barriers and embed accessibility and inclusion across the Department's policies, programmes and investment decisions.

Launching the consultation, Minister Kimmins said: "Accessible and inclusive transport is essential to building a fair and connected society. Everyone should be able to travel safely and confidently to the places and services that matter to them.

"For many older, d/Deaf and disabled people, barriers still exist which can make everyday journeys difficult, stressful or, in some cases, impossible. These barriers can affect independence, wellbeing and opportunities to participate fully in community life.

"The Moving Together Framework sets out our proposed approach to improving accessibility and inclusion across transport and the wider built environment. It has been informed by engagement with representative organisations and other stakeholders.

"While the Framework identifies a range of actions we can take, it is important that we hear directly from those who use our transport networks and public spaces every day. I would encourage individuals, community groups and representative organisations with an interest in accessibility and inclusion to take part in this consultation and share their views."

The consultation is open until 5.00pm on 23 December 2026, and the Department welcomes responses from all interested parties.
